Senior Specialist, MERL, Forced Labor Programs

Job Brief
IJM is seeking a Senior Specialist to provide cutting-edge leadership to IJM’s forced labor programs in Southeast Asia in the areas of monitoring, evaluation, research and data analysis. The ideal candidate is a leader who brings significant experience spearheading innovative approaches to measure impact and use data to influence decision makers and make timely course corrections. She or he will guide a team of professionals to ensure IJM is the world’s leader in showcasing the impact of criminal justice system response to violent crime committed against the poor. The candidate will increase collaboration, consensus and impact by initiating data-related partnerships with external stakeholders, equipping and partnering with governments to better track and share data, and engaging in knowledge sharing with IJM’s global MERL professionals.
This position reports to the Regional Vice President, Forced Labor Programs, Asia Pacific, and is based in Bangkok, Phnom Penh or Yangon with regular travel across the Southeast Asia region. IJM will consider remote working arrangements for qualified candidates based elsewhere in the region.
Required Qualifications
- Master’s degree in International Development, Public Policy; Economics; Data Science; Public Health, Criminal Justice, or another related field;
- At least 8 years of experience in applied research, program design, monitoring and evaluation and data use, as well as program management experience;
- Proven leadership experience, including managing teams, in research or M&E activities;
- Strong experience in qualitative and quantitative methods, data collection, database development and management, and analytics
- Ability to design and validate data collection tools, such as surveys and interview guides, that require minimum staff time and effort;
- Knowledge of forced labor issues, anti-forced labor programming and government engagement in Southeast Asian countries preferred.
