IJM Latin America has programs in Guatemala, El Salvador, Dominican Republic and Bolivia, and is looking into expansion opportunities in Peru and other countries in the Andean Region. IJM works collaboratively with local governments, civil society, NGO partners and the community to increase the protection of the rule of law and citizen security of people living in poverty. Also, IJM works to activate and mobilize agents of change and to accompany local justice systems, rule of law and law enforcement agencies to assume ownership of and capacity to protect and restore victims of violence and to hold perpetrators accountable. The aim of governmental ownership and increased capacity is to decrease the impunity and prevalence of Violence against Women and Children and the several forms of trafficking and exploitation.

The Need

IJM Latin America is seeking a proactive, energetic and entrepreneurial Regional Officer, Latin America Advocacy, Activation, and Business Development who will be responsible for activating key agents of change in the region to influence national governments to protect people living in poverty from violence. In coordination with Regional and Field Office leadership and Global Partnerships, the Regional Activation and Business Development Officer will identify, prioritize and engage the most strategic development agencies, governments, community, churches, and corporate powers in the region with the aim of mobilizing their power to influence local governments to own transforming justice systems. They will also identify strategic resources for IJM and its partners. They will cast a vision and execute the strategy for regional Activation and maintain understanding of the changing external context, leading ongoing adaption of the region’s strategy. This role will leverage IJM’s 20 years of front-line programmatic experience and successful program outcomes to secure strategic partnerships, increase IJM’s influence, expand IJM’s operations and mainstream IJM’s theory of change in Latin America.

This position will be based in Colombia, Peru, Guatemala, El Salvador, or the Dominican Republic and is open to applicants who are nationals or residents of those countries. The role requires significant travel in Latin America, the U.S. and other countries and reports to the Regional President, Latin America.


Leadership and Management

  • Ensure that IJM’s global and regional strategies, and the 2030 vision, are at the heart of all communication, encouragement and vision casting for activation so that regional and field office teams are clearly oriented, focused and able to identify immediate wins and long-term goals.
  • Establish relationships with and influence key actors and thought leaders in the citizen security, development and justice sectors to become champions for the need to end violence by ending impunity and to influence local governments to increase ownership of justice system transformation.

Strategy & Knowledge Development & Implementation

  • Develop, secure buy-in and lead delivery of a prioritized regional activation strategy to ensure coordinated and effective use of resources across all offices, with a focus on the most strategic and critical agents of change.
  • Liaise closely with current and potential partners in the accompaniment and activation spaces to identify what they need in order to engage in JST, advocacy or funding; then work with regional and specialist teams to develop and market products and services to meet those needs.

Networking & Partnership

  • Map and develop relationships with critical institutional, local, corporate, church and other power actors so that they become advocates for our theory of change, use their influence to champion it, and secure the funding for IJM and partners to deliver the 2030 vision.
  • Identify and access existing influential networks, and form new networks and coalitions, within the Latin America region which will further IJM’s theory of change.
  • Lead IJM’s relationships with key regional thought leadership and other regional level partners in order to secure funding, partnerships, influence and support for current and future programs and our theory of change.
  • Represent IJM as a speaker and expert at strategic fora across the region to ensure that the data that proves our theory of change, survivor stories of hope and products/services for partners are widely shared, resulting in influence, funding, new programs and partnerships.
  • Work with the regional strategy team to identify strategic future program locations; map and develop relationships with key government, local, church and other actors.


  • Design and deliver simple, agile and timely internal communication systems for activation updates globally, regionally and nationally to ensure alignment, buy-in and effectiveness of resource use by our teams.
  • Disseminate relevant information with key stakeholders for increased thought leadership.

Education & Experience

  • Minimum of five (5) years of relevant work experience;
  • Proven ability to work with a diverse team of experts and specialists;
  • Proven strategic thinker with experience in programming, networking, advocacy and thought leadership;
  • Graduate degree in international development, business administration or equivalent combination of bachelor’s degree and relevant work experience;
  • Deep understanding of the context of violence and impunity in Latin America.

Technical Competencies

  • Expertise in international development, advocacy, advancement or similar field;
  • Significant international experience required;
  • Exceptional public speaker;
  • Superb written and verbal communication skills;
  • Fluency in English and Spanish.

Non-Technical Competencies

  • Mature Christian faith;
  • Influencing, sales and marketing skillset with strong networking ability;
  • Strong emotional intelligence; cross cultural skills;
  • Highly relational and ability to engage individuals with power, influence and affluence as well as to meaningfully engage with community leaders, survivors of violence and people living in poverty;
  • Exceptional collaborator with diverse teams;
  • High credibility with staff and partners.
