International Justice Mission (IJM) is seeking an experienced National Grants Accountant to administer a multi-year US Government (JTIP) grant award for IJM’s Child Protection Compact-Improving the Government of the Philippines’ Response to Online Sexual Exploitation of Children and Child Labor Trafficking. The successful candidate will have experience in compliance monitoring and financial management of USG grants, familiarity with GAAP, and fluency in English.

This position is stationed in the National Office in Manila, Philippines, and reports to the Head of Grant Management and the Finance Manager (FM) of the Manila Field Office (MFO)and National Office, and will also work very closely with Finance and Grant staff at IJM Headquarters (HQ) in the Washington, DC area.


  • Ensure all staff and budget approvers charging the grant have been properly trained on US government grant procurement principles and allowability of costs, as appropriate for their positions;
  • Proactively assist the Philippines team with procurement plans for all goods, vehicles, trainings, other materials and services to accomplish the grant program within regulatory guidelines and within budget;
  • Review all transactions of the National Office for validity, accuracy, completeness and compliance with financial policies and budget availability before payments.
  • Conduct initial assessments of potential grant partners or sub-contractors (subs), assist in the preparation of service agreements/contracts, design of reporting templates and facilitate trainings of subs.
  • Conduct quarterly financial monitoring visits to all sub-contractors (subs) to ensure funds awarded are being used in accordance with the agreement and USG grant regulations.
  • Develop and prepare timely, meaningful monthly spending reports for the National Office budget managers and other leaders in the Philippines and at HQ;
  • Coordinate with the Manila Field Office and National Office Cashier the monthly funds request for submission to the Finance Manager.
  • Serve as point of contact for any documentation needs or questions that may arise in the course of a Single Audit (formerly A-133 audit) at HQ;
  • Facilitate any finance-related details of in-country grantor site visits.

Education & Experience

  • Bachelor’s degree in accounting, finance or related field;
  • Minimum of 5 years of relevant work experience in administration and financial management, including overseeing the finance and operations of subgrantees;
  • Prior experience working on various grants such as Federal grants, EU grants, USAID, and other foreign government aid and grants; and
  • Demonstrated capacity to support a financial management or general ledger system.

Technical Competencies

  • Technical knowledge of regulatory, contractual, legal and financial compliance requirements required by various funding agencies including Federal grants, EU grants, other foreign government aid and grants;
  • Expertise working on QuickBooks, database spreadsheets and other accounting software
  • Fluency in oral and written communication in English and Filipino; and
  • Expertise in MS Word and Excel.
