Field Operations Manager, IJM Peru

The Need

IJM Latin America has programs in Guatemala, El Salvador, Dominican Republic and Bolivia, and is looking into expansion opportunities in Peru and other countries in the Andean Region.

IJM has finalized a year of assessment to determine the need, feasibility and opportunities for IJM to launch a program in Peru to bring relief, restoration and justice to women and children, victims of violence. To launch its program in Peru, IJM envisions working collaboratively with the government, civil society, NGO partners and communities. IJM will activate agents of change to raise social demand for justice, while also accompanying the Peruvian justice system to build capacity to protect and restore victims of violence and assume responsibility for holding perpetrators accountable. Such ownership and increased capacity should result in decreased the impunity and prevalence of Violence against Women and Children (VAWC) and several forms of trafficking and exploitation.

IJM Latin America is seeking a qualified, inspiring and entrepreneurial Field Operations Manager (FOM) to lead the establishment of an IJM field office in Peru. Supported by the findings and groundwork set during the Field Assessment, the FOM will be responsible for maintaining and establishing new relationships with key stakeholders including government, multi-lateral organizations, donors, other NGOs and the church. He/ She will be responsible for hiring and leading a multidisciplinary team to implement the program designed during the Assessment year in close collaboration with local and regional partners, as well as casting vision and opportunities for IJM’s work in Peru. The FOM will manage staff, interns and fellows, as well as monitor and control the budget, expenditures, and program activities to ensure program goals are achieved.

IJM Peru will also work in connection with other IJM offices in the region, including IJM Bolivia and potentially other countries of the Andean Region (Ecuador and Colombia), to coordinate and collaborate via an IJM Andean Hub. The FOM will support the Regional President, the IJM Latin America Regional team and other Field Office Directors in the development of the IJM Andean Hub.

This position is based in Lima, Peru, and IJM will prioritize Peruvian nationals or residents of Peru. The position requires some travel inside the country, Latin America, and possibly the United States. The position reports to the Regional President, Latin America.

Please note that this role will be funded through a grant opportunity and is dependent on award of the grant.

Responsibilities

Leadership

  • Represent IJM and its model of change to external stakeholders, including government, civil society, NGOs, community-based organizations and faith groups, and engagement in forums, social platforms, etc.;
  • Build and lead a team of multi-disciplinary professionals to successfully implement IJM’s program in close collaboration with the justice and security sector and local partners;
  • Ensure staff are developing through vision, inspiration, goal-setting, performance management, staff care and training; and
  • Built a strong organizational culture through relevant organizational rhythms and the tangible practice of IJM’s core values;

Strategy Development and Implementation

  • Secure, through networking and advocacy, the political will, endorsement and resources from key government and non-government partners, stakeholders and donors for the implementation of a plan to accomplish Justice System Transformation, which results in ending the impunity of violence against women and children (VAWC);
  • Lead the startup of program implementation including hiring staff, setting up office space and workflow to support the effective achievement on the country strategy;
  • Develop detailed activity implementation plans; and
  • Design and implement rigorous systems and processes for effective monitoring, evaluation and reporting of activities and programming

Networking & Partnership

  • Ensure the program is implemented through effective partnerships that are based in collaboration, trust and sharing of resources and that result in program success and in galvanizing a justice and citizen security movement;
  • In coalition with civil society groups, NGOs and churches, galvanize a movement that generates social demand to end VAWC;
  • Lead, convene and support influential national and regional coalitions that create social demand, generate political will and drive the transformation of the local public justice system to continue the fight on VAWC as national priority; and
  • Subscribe IJM to the Coordinadora de Entidades Extrangeras de Cooperacion Internacional (COECCI ) and other civil society coalitions of working groups that are relevant to other work.

Policies and Procedures

  • With support from the Latin America Regional Team and Global IJM, develop IJM Peru’s operating policies and procedures, including HR manuals, safety and security protocols, procurement policies, etc.;
  • Support the development of program proposals for Peru and/or the Andean region;
  • Ensure spending of allocated funds in accordance with IJM’s budgetary and stewardship principles and policies; and
  • Ensure compliance with all relevant laws, IJM policies and best practices

Communication

  • Lead the development of communications from IJM Peru to local stakeholders; and
  • Revise and comment on communications material about Peru used for fundraising, advocacy and awareness purposes

Research, Program Management and M&E

  • Gather data and studies on violence against women and children, including sexual violence, domestic/intimate partner violence, femicide, and other forms of crime affecting the poor and collect recent crime occurrence and rates from government and NGO sources to determine levels, how serious and compelling the issues are; and
  • With support of hired staff, support team, external partners and research institutions in the design, planning and execution of baseline and end-line studies aimed at measuring the impact of IJM’s program over the performance of the justice system and the changes in prevalence and impunity of the targeted violence.

General Accounting & Statutory Compliance

  • With support of hired staff, ensure IJM Peru remain in compliance with local laws and regulations, including registration, tax filing and reporting, and labor law regulations;
  • Ensure IJM complies with regulations of the APCI, including fees, reports and meetings;
  • With support from the regional team, build the necessary infrastructure and legal, technological and otherwise support to operationalize IJM’s office;
  • Ensure the security of all operations and IJM staff, interns, fellows and volunteers, maintaining compliance with IJM’s security policies and reporting to IJM Latin America and Global on security matters as they develop;
  • Evaluate possible opportunities for IJM Peru to engage in the battle against VAWC in the country;
  • Assist in pursuing funding opportunities for new projects in Peru;
  • Assist in developing concept notes and funding proposals;
  • Foster a culture of spiritual health and integrity by setting an example of mature, authentic Christian discipleship; and
  • Continually lead and encourage Field Office staff to prioritize their own spiritual formation and Christian discipleship as they engage in the work of justice.

Safety and Security

  • Ensure the security of all operations and IJM staff, interns, fellows and volunteers, maintaining compliance with IJM’s security policies and reporting to IJM Latin America and Global on security matters as they develop.

Requirements

  • Master’s degree in Organizational Leadership or Management, Business Management or equivalent preferred.
  • At least 3 years’ experience designing, implementing, monitoring and evaluating international development programs; or at least five years’ experience designing strategies and processes to achieve aggressive goals;
  • Minimum of 5 years’ experience in successfully leading and managing teams of professionals; experience managing international teams and/or cross-cultural teams; and, a proven ability to supervise the work of lawyers, social workers, and other professionals and managers strongly preferred;
  • Prior experience with programs in Latin America addressing violence and development, preferred
  • Previous experience working with International organizations.
  • Leadership development and management of personnel
