Director of Program Design, Monitoring & Evaluation


The Mission

International Justice Mission (IJM) is a global organization that protects the vulnerable from violence by partnering with government authorities to rescue victims, bring criminals to justice, restore survivors, and strengthen criminal justice systems so they protect the vulnerable from violence and abuse long-term. IJM is a global team of lawyers, social workers and other professionals. IJM has 20 field offices across the globe, including 5 offices in Southeast Asia.

IJM has been working with governments in Cambodia and Thailand to respond to human trafficking crimes since 2001. Currently, IJM Cambodia works with the Royal Cambodian Government to combat cross-border trafficking of vulnerable migrants. In 2017, IJM established a new field office (FO) in Bangkok that supports Thai authorities in eliminating labor trafficking and forced labor from the Thai fishing and seafood industries. IJM lawyers, fieldworkers, social workers and other professionals support Thai and Cambodian law enforcement, social services, prosecutors and the courts to identify and prosecute cases of forced labor and labor trafficking crimes, and restore labor trafficking survivors to safety and strength.

The Need

IJM is seeking a Director of Program Design, Monitoring and Evaluation to provide cutting-edge research, program design, monitoring and evaluation leadership to IJM’s labor trafficking programs in Southeast Asia. The ideal candidate is a leader who takes innovative approaches to measure impact and use data to influence decision makers and make timely course corrections. She or he will guide a team of professionals to ensure IJM is the world’s leader in showcasing the impact of criminal justice system response to violent crime committed against the poor. The candidate will increase collaboration, consensus and impact by initiating data-related partnerships with external stakeholders, equipping and partnering with governments to better track and share data, and engaging in knowledge sharing with IJM’s global PD/M&E professionals. This position reports to the Bangkok Field Office Director, and is based in Bangkok, Thailand with regular travel across the Southeast Asia region. IJM will consider remote working arrangements for qualified candidates based elsewhere in the region.


Leadership, Collaboration, and Strategy

  • Equip and lead others in program design, monitoring and evaluation activities to regularly review Field Office programs, and implement research and PD/M&E activities;
  • Develop, maintain and disseminate PD/M&E guidance, including M&E tools, policies, and instructions for IJM’s SEA programs and partners;
  • Provide ongoing leadership, training and guidance to relevant non-M&E staff on how to participate in data management and interpretation processes;
  • Work with regional Field Office Directors and IJM Global teams to develop goals and objectives;
  • Determine priorities for impact measurement, data collection, analysis and interpretation to ensure timely reporting and sustainable workloads amongst competing efforts;
  • Keep leadership and global colleagues apprised of M&E learnings;
  • Set vision for, problem solve for, and develop innovative partnerships with government and non-government partners to increase IJM and stakeholder ability to collect, share and analyze data, and measure impact;
  • Collaborate with IJM’s Global Research, PD/M&E staff to share knowledge, obtain needed support, and obtain and share resources; and
  • Manage regional M&E budget and staff.

Program Impact, Quality and Evaluation

  • Lead development and implementation of methods, systems and tools to monitor and evaluate IJM’s Southeast Asia Labor Trafficking programs;
  • Collaborative casework targeting forced labor and labor trafficking crimes;
  • Lead trainings, technical consultation, and advocacy and awareness, raising activities conducted by IJM and partners;
  • Oversee the performance of justice system agencies in responding to forced labor and labor trafficking;
  • Ensure IJM’s data collection methods will produce useful data that meets minimum quality standards;
  • Lead ongoing analysis of both quantitative and qualitative program data and support program leaders and staff in interpreting the findings;
  • Proactively identify gaps or needed changes in program design and M&E plans;
  • Facilitate, and provide the necessary data and analysis for, regular program learning activities to support the program in achieving demonstrable, meaningful impact; Appropriately incorporate survivor voice into M&E;
  • Lead the preparation for internal and external evaluation(s);
  • Lead development & implementation of IJM program quality standards;
  • Lead the program design process for new programs; and
  • Develop, revise, maintain and implement a monitoring and evaluation plan, including KPIs, monitoring tools, data banks and needed processes, that meets program needs in line with IJM guidance and standards.

Impact Measurement Research and Partnerships

  • Lead, provide technical input to, and otherwise support IJM’s quantitative and qualitative research efforts;
  • Develop, gain requisite approval/clearance for, and execute on assigned research projects in coordination with other program leaders and external consultants;
  • Develop research scopes of work, objectives, project charters, and project plans;
  • Propose, review, and recommend effective methodology options;
  • Develop feasible, plausible, and implementable plans for research team staffing; research budget; research schedule; instrument development, testing, and finalization; data collection; data quality control; data analysis; and data dissemination & use;
  • Ensure development, dissemination, uptake of, and adherence to research guidance, including study staff training manuals and data quality assurance plans;
  • Ensure compliance with IJM security, financial, staff care, ethical research, and other internal policies and procedures;
  • Lead on the implementation of assigned work packages and activities;
  • Provide technical support and leadership to other leaders on the research project; and
  • Identify strategic program components for internal and external evaluation or research; direct, design and conduct evaluations/research.

Required Skills and Experience

  • Master’s degree in International Development, Public Health, Criminal Justice, or another related field;
  • At least 8 years of experience in applied program design, monitoring and evaluation and data use, as well as program management experience;
  • Proven leadership experience, including managing teams, in research or M&E activities;
  • Strong experience in qualitative and quantitative methods, data collection, database development and management, and analytics;
  • Ability to design and validate data collection tools, such as surveys and interview guides, that require minimum staff time and effort;
  • Proven ability to communicate and collaborate with multi-disciplinary program teams to understand goals and activities, balance staff time and competing priorities, and translate data into programmatic recommendations;
  • Proficient in group facilitation with demonstrated ability to communicate and collaborate effectively with partners, staff, and colleagues with a high level of tact, diplomacy and confidentiality;
  • Exceptional ability to work independently and autonomously;
  • Excellent written and oral communication skills in English; and
  • Strong computer skills, including functional knowledge of quantitative and qualitative data analysis software.
