The Need

The Director of Monitoring and Evaluation takes innovative approaches to measure impact and uses data to influence decision makers and make timely course corrections. He or she will increase collaboration, consensus and impact by initiating data-related partnerships with external stakeholders, equipping and partnering with governments to better track and share data. He or she will also collaborate internally with the personnel of the OSEC project to design, implement, and to effectively monitor the processes and tools of evaluation used to supervise the design and execution of the baseline, mid-line, and the final evaluations of the project. The monitoring of the results will be completed with the goal of improving the quality of the criminal prosecutions, the management of cases, and the appropriate treatment of victims.

Roles and Responsibilities

Leadership and Management

  1. Supervise and provide leadership and guidance to the work of the Philippines M&E team, including JST Technology Specialist and the Government Data Specialist and future-funded M&E positions
  2. Participate and actively contribute to the Philippine Leadership Team;
  3. Equip and lead others in monitoring and evaluation activities to regularly review National/Field Office programs, and implement research and M&E activities;
  4. Determine priorities for impact measurement, data collection, analysis and interpretation to ensure timely reporting and sustainable workloads amongst competing efforts
  5. Manage National M&E budget

Strategy & Knowledge Development & Implementation

  1. To collaborate with the personnel of the project, for the design of the effective tools to evaluate pre and post training.
  2. Work with Pillar owners and Field Office Directors and IJM Global teams to develop goals and objectives;

Networking & Partnership

  1. To collaborate with the consultants and external evaluators when necessary to design and execute the studies, evaluations, calculations, etc.
  2. Set vision for, problem solve for, and develop innovative partnerships with government and non-government partners to increase IJM and stakeholder ability to collect, share and analyze data, and measure impact;
  3. Collaborate with IJM’s Global Research, M&E staff to share knowledge, obtain needed support, and obtain and share resources;

Documentation, Reporting & Data Management

  1. To ensure the collection, analysis, and report of the timely surveillance data.
  2. To develop the management information systems within collaboration of the personnel of the project, to include the monitoring forms and the monitoring and reporting of information.

Education & Experience

  1. Master’s degree in International Development, Public Health, Criminal Justice, or another related field;
  2. At least 8 years of experience in applied program design, monitoring and evaluation and data use, as well as program management experience;
  3. Proven leadership experience, including managing teams, in research or M&E activities;
  4. Strong experience in qualitative and quantitative methods, data collection, database development and management, and analytics;
  5. Ability to design and validate data collection tools, such as surveys and interview guides, that require minimum staff time and effort;
  6. Proven ability to communicate and collaborate with multi-disciplinary program teams to understand goals and activities, balance staff time and competing priorities, and translate data into programmatic recommendations;
  7. Proficient in group facilitation with demonstrated ability to communicate and collaborate effectively with partners, staff, and colleagues with a high level of tact, diplomacy and confidentiality;
  8. Exceptional ability to work independently and autonomously;
  9. Excellent written and oral communication skills in English;
  10. Strong computer skills


  1. Functional knowledge of quantitative and qualitative data analysis software.
  2. Professional presentation in demeanor and written and oral communication.
  3. Exceptionally high level of honesty and integrity;
  4. Meticulous attention to detail, sound judgment, ability to take initiative and provide constructive feedback, and strong analytical and problem-solving skills;
  5. Disciplined with priorities and works well under deadline pressures;
  6. Excellent interpersonal skills, cross-cultural communication, and ability to work comfortably within a multi-ethnic team;
  7. Highly developed organizational and leadership skills; willingness to initiate actions and ideas, with exceptional follow-through;
  8. Sustained positive attitude; and
  9. Passionate commitment to and understanding of IJM mission.
