The Need

IJM Latin America has programs in Guatemala, El Salvador, Dominican Republic and Bolivia, and is looking into expansion opportunities in Peru and other countries in the region. In the Dominican Republic, IJM’s program is addressing the commercial sexual exploitation of children -CSEC and other forms of human trafficking in close collaboration with the Dominican government, civil society, NGO partners and the community. IJM’s role is to activate agents of change and to accompany Dominican justice, rule of law and law enforcement agencies to assume ownership of and capacity to rescue, protect and restore victims and to hold perpetrators accountable. Such ownership and increased capacity should result in decreasing the impunity and prevalence of CSEC and human trafficking.

IJM Latin America President is seeking a qualified and inspiring Country Director (CD) to lead a highly functional team of leaders to partner with the government, civil society (including the church), NGOs and community-based organizations to implement IJM’s Justice System Transformation model in rescuing victims of trafficking and sexual exploitation, building aftercare capacity and a network of care to ensure their restoration, securing perpetrator accountability under the law, and building capacity in the criminal justice system to sustainably and effectively enforce the law and protect the vulnerable. IJM and its partners will empower local leaders and influential stakeholders to drive a movement to influence the Dominican government to transform its local justice system. This position is responsible for the overall strategic plan and execution of operations for the Dominican Republic Field Office. The CD will ensure employee engagement, safety, security, as well as spiritual & professional development of all staff, interns and fellows. This position also monitors and controls the budget, expenditure, and program activities to ensure program goals are achieved. The CD will support regional strategies, advancement and activation activities,. The CD builds and leads a culture of world-class professional excellence where members find themselves, year by year, becoming more like Christ, as they pursue the intention to obey Christ in everything through a course of common spiritual disciplines in a community of prayerful love, as they their work.

This position is based in Santo Domingo, Dominican Republic, with periodic travel inside the country, Latin America, USA and other countries. The position reports to the Regional President, Latin America.


Attain Justice System Transformation

  • Lead and manage the design and successful implementation of a cooperative plan to transform key pillars of the Dominican public justice system so that it provides accessible and sustainable protection of law to victims of sex trafficking and deterrence to perpetrators;
  • Secure, through networking and advocacy, the political will, endorsement and resources from key government and non-government partners, stakeholders and donors for the implementation of a plan to accomplish Justice System Transformation, which results in ending the impunity of trafficking and sexual exploitation;
  • In coalition with civil society groups, NGOs and churches, galvanize a movement that generates social demand to end the sex trafficking of children;
  • Lead, convene and support influential national and regional coalitions that galvanize a movement, create social demand, generate political will and drive the transformation of the local public justice system and make combatting trafficking and exploitation a matter of national priority.
  • Design and implement rigorous systems and processes for effective monitoring, evaluation and reporting of the office’s Justice System Transformation activities and programming; and
  • Effectively represent and leverage IJM Dominican Republic’s programs and results to key constituents and stakeholders for thought leadership and increased investment in Justice System Transformation.

Achieve Collaborative Casework Objectives

  • Lead and manage IJM-assisted casework interventions to ensure that victims are rescued, survivors are restored and empowered, and that perpetrators are held accountable under the law;
  • Build mutually beneficial relationships with and the capacity of key government and non-government actors to ensure holistic care and protection of IJM clients consistent with the law and best practices;
  • Design, implement, monitor and evaluate strategies and best practices for effective IJM-assisted intervention on behalf of clients; and
  • Design and implement rigorous systems for effective monitoring, evaluation and reporting of IJM Dominican Republic’s collaborative casework activities and programming.
  • Identify, equip and mobilize partners to implement IJM’s collaborative casework model

Develop National Leaders

  • Lead and empower a highly effective, resilient and cohesive team of result-oriented justice professionals;
  • Serve as a model of servant leadership and IJM’s operational values for IJM staff;
  • Develop, monitor and evaluate concrete performance and leadership development objectives for all IJM staff;
  • Provide regular feedback and evaluation to IJM staff regarding their performance and leadership development;
  • Ensure that Field Office staff, interns and fellows have clearly defined job descriptions and performance objectives, their performance is monitored, and that appropriate job performance feedback is regularly provided; and

Spiritual Leadership

  • Foster a culture of spiritual health and integrity by setting an example of mature, authentic Christian discipleship; and
  • Continually lead and encourage Field Office staff to prioritize their own spiritual formation and Christian discipleship as they engage in the work of justice.

Safety and Security

  • Ensure the security of all operations and IJM staff, interns, fellows and volunteers, maintaining compliance with IJM’s security policies and reporting to IJM Headquarters on security matters as they develop.

Ensure Stewardship of IJM Resources

  • Develop strategic plans and budgets;
  • Ensure spending of allocated funds in accordance with IJM’s budgetary and stewardship principles and policies; and
  • Ensure compliance with all relevant laws, IJM policies and best practices.

Identify Potential New Opportunities

  • Evaluate possible opportunities for IJM Dominican Republic to engage in the battle against gender-based violence in the country; and
  • Assist in pursing funding opportunities for new projects in the Dominican Republic.


  • Master’s degree in Organization Management, Business Manager or equivalent preferred.
  • Bachelor’s degree or master’s degree in law, social work, policy, political science, law enforcement or equivalent and in-depth understanding of trafficking and modern-day slavery
  • At least 5 years’ experience designing, monitoring and evaluating international development programs; or at least five years’ experience designing strategies and processes to achieve aggressive goals;
  • Minimum of 5 years’ experience in successfully leading and managing teams of professionals; experience managing international teams and/or cross-cultural teams; and, a proven ability to supervise the work of lawyers, social workers, and other professionals and managers strongly preferred;
  • Prior experience with programs in Latin America addressing violence and development, preferred
  • Previous experience working with International organization.
